Introduction
Facing global trends in sustainable development and the challenges of climate change, New Taipei City has adopted a pragmatic and proactive approach to the issue of net-zero transformation. The relevant policies are as follows:
In 2020, New Taipei City took the lead by signing the Climate Emergency Declaration. In 2021, New Taipei City published its second "2021 New Taipei SDGs Voluntary Local Review." In 2022, New Taipei City issued the "New Taipei City Net Zero Pathway and Climate Action White Paper." The city has consistently advanced a range of climate governance initiatives, including both mitigation and adaptation measures, and has outlined three key blueprints for achieving net zero in New Taipei City:
1. Achieving carbon neutrality at the Second Administrative Center in Sanchong District.
2. Integrating zero-carbon design into large-scale development projects.
3. Establishing Bali District as a net zero demonstration zone.
The New Taipei City government has also established the "New Taipei City Health City and Sustainable Development Committee" and the "New Taipei City Climate Change Response Promotion Council." These organizations, comprising the heads of 13 municipal departments and experts, convene annual meetings to deliberate upon and devise policies related to the city's sustainable development and climate change initiatives. The overarching objective is to continuously advance New Taipei City toward becoming a model of sustainable governance, ensuring a "live and work in peace and contentment" city.
