Introduction
The Ministry of Environment (MOENV) established four tertiary agencies, namely, the Climate Change Administration, the Resource Circulation Administration, the Chemicals Administration, and the Environmental Management Administration, along with the National Environmental Research Academy. In response to the international trend towards net-zero emissions and other global environmental changes, the government has changed its approach from "management of natural resources" to "actively responding to the global environmental situation and creating opportunities for Taiwan's transformation." This involves integrating authority, expanding the scope of operations, and systematically dealing with climate change, resource recycling, management of chemical substances, management of environmental quality, and strengthening of environmental research. By expanding integrating its operations, the MOENV aims to enhance its organizational efficiency and conscientiously assume the responsibility for environmental governance.
